NC State Names Kevin Howell Vice Chancellor for External Affairs, Partnerships and Economic Development

Kevin D. Howell, senior vice president of external affairs at the University of North Carolina System, has been named vice chancellor for external affairs, partnerships and economic development at North Carolina State University, effective on or before July 1, 2018. Chancellor Randy Woodson made the announcement today.

“Kevin returns to NC State to propel the university to even greater heights, enhancing strategic growth, economic development activity, and strong relationships with industry and government at every level,” Woodson said. “Our institution will benefit from Kevin’s exceptional record of leadership within the UNC System and state government, his strategic vision, and his strong interpersonal skills.”

“I am excited to return to my alma mater to enhance the university’s core mission of teaching, research and service,” Howell said. “NC State understands its critical role as an economic driver across the state through its innovative partnerships with industry and government. Strengthening and expanding these partnerships helps NC State predict and respond to important needs in all corners of our growing state.”

Howell previously served as assistant to the chancellor for external affairs at NC State from 2006 to 2016. In that role, he provided counsel on major state policy development issues impacting NC State’s long-term vision, strategy, programs and institutional structure, managed the university’s legislative relations, and served as the legislative liaison to state and local government agencies and elected officials.

In his current role, Howell serves as a senior advisor to the UNC System president on issues affecting the seventeen institutions. In addition, he oversees units spanning state and federal government relations, economic and community engagement, military affairs, and advancement.

Earlier in his career, Howell served as director for governmental affairs at the North Carolina Bar Association, and as legislative liaison for two former governors.

He also serves on the Greater Raleigh Convention and Visitors Bureau Board of Directors, Triangle Universities Center for Advanced Studies Board of Trustees, North Carolina Symphony Society Board, and the General Hugh Shelton Leadership Center Board of Advisors.

Howell was student body president at NC State and earned his bachelor’s degree in political science. He earned his J.D. from UNC-Chapel Hill.
